"The seismic survey vessels, the acoustic vessels and the vessels operating the ROVs [remote-operated vehicles] will stay as long as possible," said Adm Allen.

A House ethics subcommittee Thursday charged New York Rep

The panel did not detail the charges against Rangel, who was forced to step down as chairman of the influential House Ways and Means Committee this year over his long-running ethics troubles.

The charges, however, will be debated at a rare public hearing of the ethics panel on July 29. Usually, its proceedings are conducted behind closed doors.

"I've waited a long time, and at long last, the sun will be piercing the cloud that I have been carrying," Rangel told USA TODAY. "As it relates to my election, I'm glad and hope this will be aired before the September primary and certainly before the November election."

Majority Leader Steny Hoyer, D-Md., said the decision to charge Rangel indicates the "process is working as it should."

Republicans, who are trying to capture control of the House in November, seized on the announcement to slam Democrats. House Republican leader John Boehner of Ohio called it "a sad reminder" of Speaker Nancy Pelosi's "most glaring broken promise: to 'drain the swamp' in Washington."

Even so, Hank Sheinkopf, a veteran Democratic consultant in New York, said Rangel remains a formidable force in the Sept. 14 primary. Rangel faces Adam Clayton Powell, the son and namesake of the legendary lawmaker whom Rangel defeated 40 years ago to launch his career in the House of Representatives.

Sherrod's steadfast motto

On the Baker County, Georgia, farm where the Miller family grew corn, peanuts, cotton and cucumbers and raised hogs, cows and goats, oldest daughter Shirley despised the work.

"I swore I would never have anything to do with a farm past high school," she said Wednesday with an easy chuckle. "I would talk to the sun as I picked cotton and picked cucumbers and worked out there in that hot field, and [say], 'This is not the life for me.' I didn't want to have anything to do with agriculture ever again."

On the night in 1965 when her father, Hosie Miller, a black man and a deacon at Thankful Baptist Church, was shot to death by a white farmer in what ostensibly was a dispute over a few cows, Sherrod -- then 17 years old -- changed her mind.

Reconsiders employee ouster over race

Agriculture Secretary Tom Vilsack says he will reconsider the department's decision to oust a black employee over racially tinged remarks after learning more about what she said.

Vilsack said in a statement early Wednesday morning that he will "conduct a thorough review and consider additional facts" about his decision to ask Shirley Sherrod to resign.

Sherrod, who was the Agriculture Department's director of rural development in Georgia, criticized the administration for pushing her to resign Monday after a blogger posted an edited video of her saying that she didn't give a white farmer as much help as she could have 24 years ago.

Sherrod says her remarks were part of a story about racial reconciliation, not racism.

Dozens Killed in Iraq

The bomber struck around 8 a.m. on Sunday — the first day of the work week here — in Radwaniya, a largely Sunni neighborhood southwest of central Baghdad. The latest casualty figures from an official at the Ministry of the Interior was 43 killed and 40 wounded. The dead also included Iraqi army soldiers.

About two hours later another attacker blew himself up in Al Qaim, a city in western Iraq near the Syrian border, also killing Awakening members. According to a police official, a man walked in to a building where Awakening members had gathered, opened fire with a rifle and then detonated a suicide vest. According to the official, seven were killed and 11 wounded.

The latest violence against members of the Sunni Awakening, now backed by the Iraqi government, follows a series of assassinations and attacks in recent months against the former members of Al Qaeda in Iraq whose decision to switch loyalties was pivotal in quelling the apocalyptic violence of 2006 and 2007.

As Yankee Stadium fell silent

No one did it quite the way Steinbrenner did in his 37 years as the principal owner of the Yankees, and Sinatra’s song provided a fitting introduction for a 20-minute pregame ceremony that honored both Steinbrenner, who died Tuesday, and the team’s longtime public-address announcer Bob Sheppard, who died two days before Steinbrenner.

By the end of the night, the somber mood had dissipated, giving way to the rhythms of a stirring game between the best teams in the American League. Because he lived in Tampa, Fla., Steinbrenner took special joy in beating the Rays, and the Yankees honored him with a 5-4 comeback victory.

The Yankees, who trailed by 3-1 heading into the sixth and by 4-3 entering the eighth, won when Nick Swisher, whose homer an inning earlier tied the score, ripped a two-out single in the bottom of the ninth off Lance Cormier. Swisher’s hit scored Curtis Granderson, who led off with a single and moved to second on a sacrifice. The Yankees widened their lead in the A.L. East over the second-place Rays to three games.

Capping Gulf well gusher

t was expected it would take at least six hours to wrap up the results, but it could also last up to 48 hours, he said during a briefing Tuesday afternoon.

If BP's well passes the integrity test, the new cap could contain most -- if not all -- of the leak that's been gushing into the Gulf for more than two months.

BP engineers will slowly close valves on the 75-ton capping apparatus and measure the buildup of pressure.

National Incident Commander Thad Allen said BP hopes the well can withstand internal pressure of 8,000 to 9,000 pounds per square inch for roughly six hours after the valves are closed.

While the containment cap could stem the flow of oil, the best way to stop the leak permanently will be by drilling a pair of relief wells -- an effort expected to wrap up in a

The American believed killed in the Uganda bomb blasts

n a post on its website, the organization -- Invisible Children -- said Nate Henn was in the country on its behalf to work with Ugandan students.

"Nate was not a glory seeker and never sought the spotlight. He asked not to be made a hero of," the post said. "But the life he lived inspires reflection and imitation."

CNN could not independently verify the information on the site.

Henn -- a native of Raleigh, North Carolina -- was a former rugby player at the University of Delaware, the group said.

He had worked with Invisible Children for a year and a half and raised funds to help educate Ugandan students affected by war.

At the time of the bombings, he was with some of the students he worked with, the group said.

The nonprofit works with Ugandan children affected by decades of war between rebels and government forces. Rebels abduct the victims -- referred also as invisible children -- and force them to

Changing Oil Capture System in Gulf of Mexico

BP expects to have a new seal on the gushing well sometime within the next seven days and it will take two to three weeks to connect all the surface vessels involved to the wellhead. BP’s target is to collect as much as 80,000 barrels a day, more than the estimated amount of the leak, Kent Wells, vice president of exploration and production, said in a conference call from Houston today.

“We’re on plan,” Wells told reporters during the conference call after the robots under water started removing the old installation. “All the crews and everything are set up on rotating shifts so that we can continue operations 24 hours a day.”

The process of switching caps temporarily allows the oil to flow without restriction from the seafloor. BP is using surface ships to capture as much as possible, said company spokesman Mark Proegler.

The system to be installed includes the Helix Producer I surface vessel and the so-called capping stack containment mechanisms. The Helix, capable of collecting 25,000 barrels of oil a day, will start capturing oil tomorrow, Wells said today.

Plan to Contain Oil Leak

BP said in a letter to the federal government's spill recovery coordinator Friday that it would commence work on a new containment cap because there was a good weather window even though it means more oil will flow into the Gulf temporarily.

The letter came in response to Ret. Coast Guard Adm. Thad Allen's demands that BP outline its plans. BP projected it could finish the new-cap operation in five days if it doesn't encounter any unexpected hurdles. Its contingency plan puts the finish time as nine days from commencement of the work. If all goes well, the new system could stop the flow of oil into the Gulf, which has despoiled the fragile coast, rendering some fishing area off limits and soaking untold numbers of sealife in toxic crude.

For several years in the 1990s, Mr. Zaporozhsky, a colonel in Russian intelligence who became deputy chief of the American Department, was secretly working for the C.I.A., one of the highest-ranking American moles in history, Russian prosecutors say.

After surprising his colleagues by retiring suddenly in 1997, he moved with his wife and three children to the United States and went into business. But in 2001, confident that his C.I.A. link was unsuspected, Mr. Zaporozhsky was lured back to Moscow by his former colleagues for what they promised would be a festive K.G.B. anniversary party. He was arrested at the airport, convicted of espionage and sentenced to 18 years in prison.

On Friday, Mr. Zaporozhsky was flown to Vienna and then to the Washington area for the 10-for-4 spy exchange that promises to bring to a swift conclusion the saga of the Russian spy ring exposed by the F.B.I. early last week.
